SPOILERS UNDER THE CUT.
Norman arrives over a freeway in time to witness another world's Spider-Man (Tom Holland) fighting someone else (his old science colleague, Dr. Otto Octavius), but he doesn't seem to have time to recognize him before Dr. Strange arrives and brings the two back to the Sanctum Sanctorum. Norman lands the glider in an alley, where he argues with the Goblin: he just wants to find out what is going on, but the Goblin has decided they have a new world to conquer. Norman smashes the mask in anger and rebellion, and goes off to try and find Harry.
Unfortunately, Oscorp does not exist in this new universe, and neither does Harry. Norman, knowing that Peter Parker is a good young man, goes looking for Spider-man in hopes that he can help him. He sees advertisements outside FEAST, the homeless shelter and community center that May Parker works for, and tells May and Peter that "someone else is living in" his house. Distraught, he begs Peter for help. Peter brings Norman to the Sanctum, where he meetsnew possible science boyfriend* Otto along with the Lizard, Electro, and Sandman, and they all learn each other's fates: death or arrest at Spider-man's hands in their home worlds. Dr. Strange arrives and insists that the spell must be reversed so that they are sent back, but Peter does not want to see anyone die if it can be avoided, and steals the spell-reversing device so that he can try to help "fix" each of the villains.
I'm not going to run the whole thing down here, but Norman does help Peter with some of his project work before the Goblin wrestles control back... and kills Aunt May while fleeing. Eventually, Peter succeeds in creating cures at a great cost, and the "reversed" villains are cured and sent back to their universes. Therefore, Norman arrives in-game without any of his superhuman strength or reflexes, and without the Green Goblin existing as a chemically amped-up version of his id and suppressed anger. This is not to say that the persona is completely gone ... it can still possibly be triggered under extreme trauma situations or by similar chemical compounds. Norman is still, after all, not mentally healthy by any means. He will, however, be in control of himself and extremely desperate to make up for his actions while acting as the Green Goblin.
